No. CEA Technology & Standards committee, subcommittee and working group meetings are open to anyone with a technical interest.
Companies may join CEA Technology & Standards committees or subcommittees and may participate on a one-company/one vote basis. A CEA member company's first three representatives to a committee or subcommittee incur no fee; subsequent representatives to a single committee or subcommittee from a CEA member company, as well as any rep from a CEA non-member company, incur a fee.
Working groups are responsible for drafting standards and bulletins and conduct most business via conference call or email. Working groups forward their work to a committee or subcommittee for appropriate action. Working groups need participants willing to actively participate on regular conference calls and provide edits to the draft standard or bulletin. There is no fee for CEA members. CEA non-members pay a small participation fee.

Not within CEA! The CEA standards development process itself only requires five weeks from presentation to vote. Working groups develop drafts, which are then presented to a committee or subcommittee for comment upon and are followed by a vote on adoption of the draft as CEA standards. The time required for an individual standard might vary, however, CEA's record for standards development is 10 weeks -- from initiating work on a first draft to voting to adopt a CEA standard.
