Apps for Innovation Developer Contest Rules

The contest opens on October 7, 2009, with submissions due by midnight Pacific Time on November 6, 2009. Judges will evaluate the apps per the stated judging criteria and choose the winners. Winners will be announced on November 10, 2009.


Rights and Permissions

When you submit an app for the contest, you are agreeing for it to be promoted by CEA and the Innovation Movement. Your app, regardless of whether it wins a prize, may be featured as part of the "Apps for Innovation" Library on the Innovation Movement website and as part of activities and displays at the International Consumer Electronics Show (CES).

By entering the contest, you are giving the sponsor the unconditional, royalty-free right and license to reproduce, encode, store, copy, transmit, publish, post, broadcast, display, publicly perform, adapt, edit, exhibit, create derivative works and otherwise use or reuse your app submission throughout the world in any media and the Internet.

Anyone can view your app from the Innovation Movement App Library free of charge, and you will collect no royalties. The Apps for Innovation Contest has a public service mission to help other Americans learn how innovation is at work in the United States and how they can help Congress further that mission. By making your apps available to the public, we are furthering that goal.

Your app submission must be your own original work and may not contain any commercial copyrighted material. By entering the contest, you are agreeing that your app does not infringe on the intellectual property rights, copyright rights or moral rights on any third party. If you are using private data to demonstrate innovation at work in America, please obtain the appropriate permissions. We encourage you to use public government data, which can be found on sites such as Data.gov.


Winners

Contests may submit more than one app, but they can only win once. We welcome team submissions.

The Grand Prize Winner receives $10,000 and a trip to the International CES which includes one (1) roundtrip coach airline ticket for the team leader to Las Vegas; one (1) hotel room at an official CES hotel January 6-10, 2010; and one (1) ticket to the Leaders in Technology (LIT) dinner on January 8, 2010 and one (1) pass to the 2010 CES.

If the winner is under 18 years old, an adult must accompany the winner to CES.

Second Place winner receives $5,000, and a Third Place winner receives $3,500.

Final Winners will be notified by, on or about November 10, 2009. As a condition of qualification, winners will be required to complete an affidavit of eligibility, copyright license agreement and liability and publicity release (except where prohibited by law) which must be signed and returned to Sponsor within ten (10) days of Sponsor's postmark. Failure to timely sign and return this affidavit, agreement and release may result in the applicable winner's disqualification and the selection of a substitute winner.

For a list of winners (available after November 10, 2009), send your request with a self-addressed stamped envelope to Laura Hubbard, Consumer Electronics Association, 1919 S. Eads Street, Arlington, VA 22202.

All prize values in U.S. Dollars. Any applicable taxes on the prize or expenses not listed herein are the sole responsibility of the winner. Prizes may be subject to U.S. withholding taxes and non-U.S. winners (if any) may be required to complete an IRS W8-BEN. No transfer or assignment of any prize permitted, except by CEA at its sole discretion. All terms and conditions of the prizes offered will be furnished at the time of prize award.


Disclaimer

Keep in mind that the judges will disqualify any app that they, at their sole discretion, deem immoral, obscene, indecent, profane, endangers the safety or well being of any person, or fails to comply with the official contest rules. Decisions of the contest sponsors and judges are final and binding.

1) Potential for furthering the mission of the Innovation Movement.

2) Potential usability of the app for participatory democracy.

3) Originality of the app.

4) Usefulness to constituents for advocating positive economic, scientific and technological change with their members of Congress.
