Initiatives and Issues
CEA believes that market-based competition among all communication channels is the best way to promote rapid deployment of broadband technologies. Government involvement in the deployment of broadband should be limited to those areas where there are substantial market or regulatory failures. Government should consider the enactment of tax incentives to ensure the availability of broadband to all areas and sectors of the population and work to remove regulations that inadvertently discourage broadband rollout. Additionally, the government should work toward reserving spectrum to support future rollout of broadband wireless technology. Electronics Recycling CEA believes that market-driven solutions, rather than government mandates, should be the primary foundation for a national policy regarding the issue of electronic waste. Energy Efficiency of Consumer Electronics The consumer electronics industry is dedicated to the design, production and marketing of energy-efficient products that provide consumers with a range of product features at competitive prices. Fair Use/Preserving Betamax CEA supports marketplace solutions that will preserve a consumer's right to non-infringing home recording, while continuing to foster innovation and new technologies. Government Alert CEA's Government Alert is a monthly electronic publication that brings the view from our nation's capitol, statehouses and more to our members' doorstep. HDTV: Turn It On! Congress passed a law on February 1, 2006, setting a final deadline for the DTV transition of February 17, 2009. Most television stations will continue broadcasting both analog and digital programming until February 17, 2009, when all analog broadcasting will stop. Analog TVs receiving over-the-air programming will still work after that date, but owners of these TVs will need to buy converter boxes to change digital broadcasts into analog format. Converter boxes will be available from consumer electronic products retailers at that time. Cable and satellite subscribers with analog TVs should contact their service providers about obtaining converter boxes for the DTV transition. In-Vehicle Electronics, Driver Focus and Right to Repair CEA believes three courses of action should be taken to address in-vehicle electronics and driver focus. International Trade Matters As a representative of the global consumer electronics industry, CEA supports policies that promote an open and fair trading system worldwide. Sales Tax Holidays CEA supports sales tax holidays, or temporary sales tax exemptions, for purchases of home computers and related products. Telecommunications Policy Reform The rapid advancement of digital technology and telecommunications has outpaced the current U.S. regulatory regime. CEA is at the fore of the current telecommunications policy debate and is working to advance a framework that encourages innovation and modernization through broadband and IP-enabled applications. Unlicensed Spectrum Spectrum policy plays a critical enabling role in the consumer electronics industry. Wireless Devices on Aircraft CEA has developed a recommended practice intended to facilitate ease of operation in controlling transmitters in portable electronic devices and to aid in managing their use in sensitive electronic environments. |
