In-Vehicle Electronics, Driver Focus and Right to Repair
CEA believes three courses of action should be taken to address in-vehicle electronics and driver focus: continued research; continued public education campaigns that treat driver distraction comprehensively; and enforcement of existing laws concerning negligent and reckless driving.

On June 13, 2007, Rep. Edolphus Towns (D-NY) introduced the
Motor Vehicle Owners’ Right to Repair Act (H.R. 2694). Cosponsors include more than 30 members of Congress.

The list of states with Right to Repair legislation is quickly growing. On March 6, the Florida Senate introduced the Motor Vehicle Owners' Right to Repair Act (FL S 2890, Bill Text: FL S 2890).
On March 8, the Maine Senate introduced "Motor Vehicle Repairs" (ME S 398, Bill Text: ME S 398.)
In the last year, the following legislative bodies have also introduced Right to Repair legislation:
- New Jersey Senate: S 2553 (Introduced Feb. 26, 2007, Referred to Senate Commerce Committee, Bill Text: S 2553).
- New York Assembly: A 5817 (Introduced Feb. 23, 2007, Referred to Committee on Transportation, Bill Text: A 5817).
- Nevada Senate: BDR 1320 (Bill Request filed on Feb. 12, 2007, bill must be drafted by March 19th or the request dies).
- Massachusetts House: HB 296 (Filed Jan. 10, 2007, Referred to Consumer Protection and Professional Licensure Committee, Bill Text: HB 296).
On February 5, 2007, the Motor Vehicle Owners Right to Repair Act (House Bill 1584) was introduced n the Oklahoma Legislature by Rep. Lamons. On October 19, 2006, A-931, the Motor Vehicle Owners' Right to Repair Act passed the Consumer Affairs Committee of the New Jersey Assembly by a 5-0 vote. The next step in the process will be a second reading on the Assembly floor. CEA will continue its support for the legislation and urge swift passage through the New Jersey Assembly.
